Stormwater:


In the early 1990's, City Council recognized the need to address failing and undersized storm water systems. In 1995, City Council appointed a citizen Task Force group to assess Rock Hill's stormwater problems. As a result of this task force, City Council established the Stormwater Division to improve storm water systems in 1996. The citizen Task Force consist of city staff, citizens and business people.

The Stormwater Advisory Board consists of 5 members (2 city staff and 3 citizens) and meets every two months.  The Board's purpose is:

  • to discuss existing drainage problems in the city
  • to recommend to City Council an annual work program to set priorities and schedules for projects
  • to approves all projects over $25,000


Fee Schedule

Rates for stormwater fees are divided into three categories:

  • Residential
    • <10,000 SF parcel $2.37 per month
    • >10,000 SF parcel $2.88 per month
  • Non-Residential and Undeveloped
    • Based on amount of impervious area - (ex. concrete, gravel, rooftop, asphalt, and water surface)
  • Outside City Limits 
    • No Charge


The funds that are generated by the Stormwater Division is set aside solely for maintenance & improvements of the drainage system.

Project Prioritization
Maintenance and improvements include repair to ditches, culverts and pipes in targeted areas. Ranking of typical problems:

  1. Major structure damage to dwelling and public facility, sinkhole in roadway, road and dwelling flooding.
    Example: Road Flooding
  2. Sinkhole on private property, major channel erosion/scour and minor flooding and major pipe blockage.
    Example: Major Channel Erosion/Scour
  3. Channel erosion/scour, re-cut ditch, major ditch blockage and minor pipe blockage.
    Example: Channel Erosion
  4. Minor channel erosion, debris removal and ditch maintenance.
    Example: Minor Ditch Erosion

Project Prioritization Criteria:

  • Imminent Danger to Life: Projects that prevent major flooding to bridges or roadways or prevent flooding that cause homes or businesses to be evacuated.
  • Health Hazard: Projects that prevent sewage infiltration into creeks and streams caused by flooding. This sewer infiltration can carry disease to the public.
  • Infrastructure Damage: Projects that correct any damaged infrastructure related to storm water and drainage.
  • Major Flooding: Projects that prevent flooding that stands in streets or neighborhoods for a long period of time.
  • Major Erosion: Projects that correct drainage problems causing major erosion to property.
  • Exposure: Projects that correct flooding or drainage problems over a large number of acres or that impact a large number of structures or persons.
  • Unique Case: Projects that provide a solution to an unforeseen storm water problem that may arise unexpectedly.
  • System-wide Projects: Projects that improve problems system wide rather than a project that affects one specific property.
