Rock Hill Utilities is a municipally owned and operated combined utility system which provides electric, water and sewer service within the City and its surrounding areas. Rates are set by City Council. The System presently serves approximately 95,000 people, including residential and commercial customers of the City and its suburbs.

The Customer Service/Utility Billing Department is located at City Hall.   Customer Service handles requests to turn-on and turn-off utility service for residential, commercial, and industrial customers and can also answer other billing questions.  Call 803/325-2500 during normal operating hours (8:00 AM to 5:00 PM Monday through Friday) if you have further questions and would like to speak to a Customer Service Representative.
