The City of Rock Hill launched the YardCart program in October 2008 and is now fully implemented. The YardCart, designed like a regular garbage cart, holds grass clippings and other loose yard debris so automated trucks can pick it up at the curb. The YardCarts will save money and control costs, make our Rock Hill streets more attractive, and keep the storm drain system clear of debris.
YardCart Service
Your YardCart should be placed curbside with garbage and recycling on your normal collection day.
The YardCart program is voluntary. If you choose not to use the YardCart, you will be responsible for either composting or properly disposing of your yard waste. Remember, State law prevents yard waste from being disposed of in landfills, so it cannot be put in your regular garbage cart for pick up.
To receive the YardCart service you need to:
- Order your YardCart from the City.
The current cost of a YardCart is $50. You may choose to be billed in ONE payment, or TEN monthly payments of $5.00.
- To place your order, you may order online at by submitting an Online Service Request or order by calling the YardCart hotline at 803/326-2462.
- Fill your YardCart and place it at the curb by 7 a.m. on your collection day.

- Yard waste that is not in the YardCart will no longer be collected loose at the curb. However, during November through January, the city will continue to pick up leaves at the curb every other week in all neighborhoods. Leaves may be placed in the YardCart for weekly collection anytime of the year.
