The Housing Development Corporation of Rock Hill will begin accepting applications for our 2010 World Changers Project from low income, disabled, or elderly residents. Applications will be accepted from January 11 until March 5, 2010, and are available at the Housing and Neighborhood Services Department at 150 Johnston St., Rock Hill, SC and online at www.cityofrockhill.com/rehabLink to Application

To be eligible to apply: homes must be owner occupied and located in the city limits of Rock Hill; property taxes must be paid and current; and the applicant must meet HUD income limits. Recipients will be required to sign a deferred, forgivable loan for building materials.

The World Changers Program provides youth volunteer labor once a year to make minor repairs to homes for low income, elderly, or disabled residents. Recipients will be required to sign a deferred, forgivable, three year loan for building materials. This loan will be completely forgiven after three years of maintaining ownership.

Selection of homes for repairs is based on need, income, and type and cost of repairs requested. Only minor repairs that can be accomplished within a one week period of time will be considered. Not all clients that apply will be chosen.

The 2010 goal is to make minor repairs, such as roofs or handicapped ramps, to approximately 10-12 homes. The World Changers Program provides youth volunteer labor once a year to make minor repairs to homes for low income, elderly, disabled, or single parent residents.
